Is there a way to give auditors access to review a non-live document and also view any attachments?

I am toying around with using the attachments feature for support documentation, but I have not found a good way to allow auditors access to both the document and the attachments without allowing them to see the live document and comments. I want to know if there is a way to send a review that includes attachments. Please help!
