Can a Viewer can add comments from a permission setting standpoint?

    So sorry for the delay in getting back to you. Though you might have already found the answer to your question, I thought I'd go ahead an answer.

    Yes, a user with Viewer permission access to the document (or section/slide) can add comments. In fact, that's about the only thing they can do, besides view the file.

    If you are talking about a person whose license is Starter or Reviewer, then they'd similarly only be able to comment on the file and from a permission angle, they wouldn't see any file(s) or section(s) of a document that they had "None" permission to. Does that make sense?

    Can those with Viewer permission access see comments within the file? Is there a way to remove this permission so that the Viewer can only see the file but not comments?

    Hi Evann!

    Currently, yes, a member with Viewer permission to a file would be able to see comments in that file. If you sent a review, however, you can choose to include comments or not, so they wouldn't not see those in a review if you toggled that option off. You could then not grant them permission to the file itself but send the review with no comments and they'd only be able to comment back and forth on their review and not the live file.
