why am i not getting publish option in my source file even though there has been changes?

I'm happy to help answer your question as best I can. As far the Publish feature is concerned, you would only see the option to publish when the changes made to the source file were to linked values, or to values contributing to a formula. If the changes are to formatting or text (essentially anything that's not link) they are automatically published and show up to all other contributors of the file.
