We use outline labels to mark the status of the section (Not started, Rolled forward, In progress, Drafted, Reviewed, Final). When we send out drafts to reviewers, I typically use the send for review function which don't include outline labels. If there are sections that are not completed and therefore they should not be reviewing at all (for example, an entire footnote), I will make a note at the top of the section "NOT UPDATED" or something in red font or highlighted in yellow. If there are partial sections, like a whole paragraph or a sentence or two that hasn't been updated, those are highlighted in yellow. Any numbers or verbiage not yet final or updated are noted in [brackets] and may be bold so it stands out or numbers are marked with [].
