  I agree it would be extremely useful for us to be able to enable track changes for certain individuals rather than for all users of the document especially as our team grows. Has there been any development of this suggestion?

  Yes this would be very useful. Also at the moment, all editors and owners are able to reject track changes, and this setting can't be changed. We would love to have the option to control who can reject track changes to avoid the issue of someone accidentally rejecting changes in the whole document
