Folder Owner cannot copy document?

I am having a slight issue. I have trained another person in my dept to be my backup on a monthly document that we do. I have made him an owner but when we go into the file folder and copy for example May's monthly he cannot copy.
Any idea why not? The other owners can.

I will give the roles a go. i've added copy manager to him. If i see him online today i'll ask him to try. if not next week. thanks!

I've looked at everything. I think he should be set as he should but it still won't let him copy. I'm worried that i might have to make him an owner somewhere we don't want to. Should I put a ticket in?
