Tool Tips for PBC
Our understanding of PBC requests is that assignees can add support to a request over time, and as long as they don't click "submit" until they are completed, the request will stay open, but we will be able to see what has been uploaded.
The design of the functionality works well, but we have business partners who are trigger happy with the "submit" button, and click it before everything is uploaded (if uploading over time), which closes the request. Would it be possible to add a tool tip explaining that support can be uploaded piecemeal so long as they don't click submit?
This would help manage the number of requests, and the organization of requests to help keep items contained rather than creating additional requests.

Unfortunately, we are unable to customize the tool tips for PBC requests. However, you can return the request once the assignee submits it and let them know it should remain open until all evidence has been provided.
