Why can I not copy a process?

I am trying to copy a process but I do not have the option to copy whenever I right-click on the file as shown in the image. Note that this process was recently migrated and was not a newly-created process.

    This seems to be a permissions issue. You need to be either a workspace owner or a copy manager to copy a process.
