Can't delete or move a spreadsheet
I'm a spreadsheet owner, but I can't delete or move the spreadsheet.

Sorry for the delay here. Wanted to circle back and see if you were still seeing this?
You are correct in thinking that Owner permission to the file is certainly sufficient enough to move it, or trash it. I did a little dig internally for this and did find one possible culprit here. Is this file possibly in a Folder, and if so, do you know what the permissions are to that folder? You can find that out by right-clicking on the Folder in Home and choosing Permissions.
What could be happening is you might have limited permissions on the Folder where this Spreadsheet exists in. Even though you have rights to the file, the Folder permissions could be superseding those. Definitely let me know if I've missed the mark here or you have any follow-ups.
