Conditional formatting that will lock a cell as well as make it blank

We are working on a if/conditional formatting situation-where we want it to be  if No then should be blank and lock the cell for editing.

Is that something that can be done currently in spreadsheets?  Also is there conditional formatting that will lock a cell for formatting?
