    3. Folder Permissions: Ensure that the new owner has the necessary permissions for the folder where the file resides. If they lack editor or owner permissions for the folder, they won't be able to copy files.
     
    4. Default Behavior: The default behavior for copied files is to retain the permissions of the original file. If you want the new owner to have full control over the copied file, you may need to manually adjust the permissions after the file is copied.

    I will give the roles a go.  i've added copy manager to him.  If i see him online today i'll ask him to try.  if not next week.  thanks!

    I've looked at everything.  I think he should be set as he should but it still won't let him copy.  I'm worried that i might have to make him an owner somewhere we don't want to.  Should I put a ticket in?
