Sorry and let me reface the question, How to Add/Create/Merge the form type like I want to create another form type under Action_Plan, and how to Delete/Merge to the form type, like I want to merge the Action_Plan and Default Action_Plan Form (migrated) form types

After discussing with our experts, I can confirm that users cannot do this themselves today just yet. However, we can intervene on our end to accomplish this ask. The recommendation is to reach out to your Customer Success Manager so they can get things kicked off for you!

Yes, however the same case would apply. We can modify that for you on our end, but you will not be able to on the customer side.
