New Folder and/or File Default Permissions
Can default permissions on newly-created folders or files be changed from just the creator/Owner seeing them, and then that person then having to apply Editor or Viewer permissions to a group or individual users - can the default be changed so newly-created folders or files can be automatically Edited or Viewed by a group or individuals? Or is it still "When you create a new file or upload a file to a folder, by default it sets the file with the folder's permissions", so if the folder is only visible to the creator, the creator would need to change the folder permissions before creating the files? The posts that show up when I search are a couple years old.

Great question. Since there are no longer defaults permissions coming from Classic permissions sets, permission application comes from where new files are created. If from the the "root" folder (the one labeled Files or the Create+ menu) the default is only the person creating it has Owner access. If created from within a Folder, it will assume the permission of the Folder (plus the creator is Owner).
One tip to mimic the behavior of a permission set is to create a Folder that has the permissions you want applied by default and then create your files within that folder and then move them where they need to go from there. Today, moving a file from folder to folder does NOT change the file permission.
