Are API resource limits (429 limits) enforced per OAuth client ID, workspace / org, endpoint, or backend copy-service capacity?

I am looking into occasional 429 errors experienced in my organization's workspace and am curious if another API grant for a specific, heavier-load process will decrease the rate of these errors.

    I have received a 429 error temporarily - 429TooManyRequests - but this does not return this error for the remainder of the day. Is there also a temporary lock out if the workspace is fulfilling a request and gets others at the same time?
