A little late to the game, but the good news is that Lock Edits has been made available in Workiva.

Hi Barbara the quickest way I found to restrict access was through the use of spreadsheet permissions.

Locked cells seemed to only locks the cell contents for editing as I noticed that I could still add rows and columns to a sheet even though it was locked.

At least only owners of the spreadsheet can unlock locked cells.

Another item that could be useful in conjunction with locking is to switch on track changes.

The ability to freeze and thaw in next gen is not yet available. The alternative is to change permissions on the documents to view only. Depending on if you have different permissions for sections you may need to use the advanced editor to update all sections. Freeze/thaw is supposed to be released as an update by the end of the year, but that timeline keeps changing. I'm not positive, but I though that any editor could unlock cells.
