Formatting Headers Consistently Between HTML and PDF Export

Hello,

I am trying to align the formatting in the header of our document to be displayed consistently between PDF and HTML. The PDF version appears to look fine but when exporting to HTML the header has drastically different formatting. Specifically much smaller in HTML compared to PDF but yet the text body is consistent.

I've tried the "match section margins" option but that did not work.
