Copy Spreadsheet/Document - Not an Owner

We have a usecase where we have created document templates and locked them to the broader group so they cannot mess with the format and structure of the document. However, when they copy the spreadsheet/document (initial viewer permissions) it will copy the same permissions therefore making the user a viewer only and require someone who was an owner of the primary template grant them owner permissions. Is there something that we should adjust to avoid this?

    This is as performing as expected. The owner will have to continue to grant them owner permissions.
