Allow viewers to create links
I wonder if there's been any consideration to allow those with *view* access to a file to create links from it.
We have cases in which there is a file with approved, ready-for-use data (e.g., general ready-for-disclosure facts & figures) and we'd like anyone who needs to reference these in a report/presentation to be able to do so, knowing that when updates are published their report will automatically be updated with the latest figure or official wording. We don't want any of these individuals to be able to actually change the source data, however, so none would be given access to edit the source data.
Unfortunately, this doesn't seem to be possible. This creates either a data risk (requiring us to give anyone who wants to create a link edit access to the source data) or a dependency (requiring the central data team to be the ones who actually create the links from the source data, and then have edit access on the downstream reports.
I'm sure there must be some logic, but it's not obvious to me: if someone can be given access to view source data (they could copy it out anyway), what's the harm in them creating a link from it? If they were removed from the source file the link could break and won't receive any newly published changes.

This function, Andrew refers to, would be very helpful for us as well. We see the same discrepancy of accepting either data risk or dependecy. Futhermore, with the current settings, it is assumed that there is a comprehensive user who is able to set links across all documents. Documents whose teams act independently of each other and therefore do not have access to the documents of the other team cannot be linked with each other.
