  Great news!  A recent release to Workiva has now made available the ability to choose who can send a review. This is available from the Document Properties menu in Documents or Presentations. The default is still Owners, but you set it to be Owners and Editors, or Viewers, Editors and Owners.

  We really would like to have this, to allow an editor to send for review. Any idea when this could be possible??

  I just double checked on this, and I do find the internal request for it, I don't have any timeline listed except that it IS on our Product Roadmap, which means we definitely intend to add it in, but haven't quite prioritized it yet.
