Add/Re-add to outline grey out

Is there a reason why Add/re-add to Outline is grey out? This only happen to 1 section within the workbook?

    Hi Thong!

    Try hovering over the item, and the tooltip should explain the reason why it's grayed out.

    I hope this helps!
